Why does Frank move to the PSA in the novel, The Man in the High Castle?

Frank Frink is a Jewish man from New York, who came to the PSA in order to hide from the Germans. The Germans have eradicated the world of Jews, and Frank is afraid if he is caught, he will be sent to Germany and put to death.
