What is the Neitherlands in the novel, The Magicians?

The Neitherlands is an interdimensional world partway between other dimensions and Earth. It is an old, abandoned town, with buildings full of books. The buildings themselves cannot be entered. The town also features a fountain, which acts as a portal for people who come and go through the Neitherlands.
