Why does Gandalf suddenly return to see Frodo after all of these years?

In Lord of the Rings, Gandalf returns after 17 years to see Frodo. He notices that Frodo has not aged at all. He believes that the ring and Frodo are no longer safely hidden in the Shire and that it will only be a matter of time before Sauron's minions come to get it. Frodo offers the ring to Gandalf, but he tells him that he can't take it, that it would make him too powerful. Frodo realizes that it is up to him to carry the ring.
