Who is Sir Richards from The Lion's Lady and what is their importance?

Sir Richards is the man who employed Lyon for government work, and the man who tells Lyon that Christina's father has returned to London. Richards joins Lyon's plan to trap Stalinsky into a confession, and he then accompanies the man to his own country to stand trial.
