The narrator believes most of what he is stating. At the end, he kind of implies that he doesn't quite believe that the whole headless horseman legendary figure killed Ichabod. He says that there are rumors that the wayward 'pedagogue' took that opportunity to leave the hollow and move to New York to get away from Katrina and the rest of the townsfolk.
