Why do the captains want to find La Liberte according to The Journals of Lewis and Clark?

A party is ordered to find La Liberté and to bring him to the Otos and Missouris village, where they will direct a few of their chiefs to meet the captains in the Maha village. They want to help them establish a peace treaty between the Mahas and the Sioux.
