Who is Mr. Blake from The Innocent and what is their importance?

Mr. Blake only appears infrequently in the text, but he is none-the-less an important character. Blake is an espionage agent for the Eastern Bloc. His true identity, however, is disguised behind a mask of British mannerisms.
