The thing that interested Lieutenant Taggart regarding Mitch's behavior was his seeming lack of concern for his own safety when the dog walker was shot. The fact that he immediately went into the line of fire suggested that Mitch had no fear that he would be the next one shot, which was a point of interest to the investigating officers.
