How does tessera put certain people at a disadvantage?

Tessera is a token (money) that people could get by placing their names multiple times into the lottery for the reaping. Obviously, if one came from a poorer family, one was likely to have one's name in the lottery more than once. Gale is a good example of this. Thus, the poor have no advantage over the well off.
