Why don't the eagles fly near where men lived?

The eagles don't fly where men live because they have no allegiance to mankind or other races. Their only allegiance is to Gandalf, who they respect. They also stay away from the places where men live because the men shoot at them when they attempt to take a tasty sheep or cow for dinner.
