Why don't the eagles fly near where men lived?

The men would "shoot at them with their great bows of yew", because the men think the eagles want to get their livestock.

The eagles have no allegiance to mankind or other races, so they don't bother themselves with their affairs. They only come to help the company because of Gandalf, whom they respect. They do not fly near where men live, additionally, because the men shoot at them when they attempt to take a tasty sheep or cow for dinner.
