The Glitterbazaar, library, and prison are symbols of what Lady Jewel believes are important. They represent her ability to hide her intelligence from Queen Wasp. All three of these places are inside the Jewel Hive. The Glitterbazaar is what Lady Jewel wants outsiders to think about the society of this Hive. It is all about parties and outward appearances. She has created an enormous library so dragons can learn for themselves, despite the fact that Queen Wasp controls the school's curriculum. The prison is very near her home so that she can oversee it personally, and she has created the impression that dragons are tortured and killed when she is actually helping those who wind up there.
