Starr describes her neighborhood as a dysfunctional family because the community itself is supportive, protective, and encouraging. The people stick together. Whether it's feeding hungry children, showing pride in accomplishment, or embracing one another in the face of great tragedy..... they are brothers, sisters, mothers, fathers, favorite uncles, and grandparents to each other.
