How are Tom and Gatsby both controlling?

Both Tom and Gatsby are both controlling becuse they are both men who have attained a great deal of wealth by being in charge of things. In other words, through their dealings in the businessworld, they've both understood that security means being the one calling the shots. Both of them like to be in charge, whether that's in the boardroom, or the bedroom. Both orchestrate and manipulate those around them.
