What happens to the Short Man in the line next to the narrator?

The Short Man in line tells the narrator that he was hoping to escape such people by boarding the bus, and he feels a bit discouraged to see such people waiting in line. Another passenger overhears this comment and hits the Short Man, who remains sprawled in the gutter.
