Who is Arkon Bloodblade from The Golden Fool and what is their importance?

Arkon Bloodblade is the Narcheska's father. He has no real say in her life. He is not respected. At the betrothal ceremony, he cuts his arm and holds up the blood. It is a sign of bravery in Outislander tradition.
