Who is Major General Kenneth L. Harke from The Generals: Brotherhood of War 06 and what is their importance?

Major General Kenneth L. Harke is Chief of Staff, XVIII Airborne Corps. He is also the acting commander of the XVIII Airborne Corps at Fort Bragg during Lieutenant General Howard's absence. To Harke's surprise, Howard has returned to Fort Bragg and relieved him of his command for his behavior and for not notifying Hanrahan of the problems in Cuba.
