why must jonas leave for elsewhere and never come back

In the Giver, Jonas needs to leave for his own and Gabe's safety, or Gabe will be killed (released). But Jonas has learned to feel and experience life and they only way he can truly do this is by going out into a world where he can be an individual and a true person.
