What foolish decisions were made in The Giver?

As a society the decisions have ended up being very foolish in that this culture has given up a good portion of its humanity to secure 'order'. But the problem is, without pain, conflict, unhappiness there is no forward progress. Nothing new is ever created and the culture stagnates.
