What did the Giver mean when he told Jonas that honor is not the same as power?

Although honor causes people to respect you and often obey your wishes, power is might, strength. The ability to withstand hardship and get through challenges, mental and physical. A fraud could have cheated (without anyone knowing, of course) to get to the top and still be honored, but he wouldn't have as much power as honor.
