Why does Nelson have a character like Tom Logan appear in the novel?

There are always people, who in an emergency or tragedy, will work toward their own ends. To leave this character type out of the novel would be completely unrealistic. Nelson isn't writing a fairy tale. She's written a story encouraging young people to think.... to leave corruption and obstacles to survival out of the story would defeat the purpose.
