Who is known as the "dirty cop" in the novel, The Force?

Raf Torres is the dirtiest cop on the force. He beats women, runs prostitutes, sells drugs and guns. He works for DeVon and tries to stop Malone from foiling the gun purchase. When Malone turns him into the feds, and the feds try to turn Torres, he leaves and kills himself.
