Who is Uncle Etienne or Uncle Ernest from The First Man and what is their importance?

Uncle Etienne is Jacques' uncle. Lucie is his sister. He is described as deaf and almost mute, but he is none-the-less, loving and protective of Jacques and the family. Uncle Etienne takes Jacques on many excursions.
