Who is The Quraquat from The Engines of God and what is their importance?

The Quraquat are an extinct, ancient species that individually lived a long time, and resembled furry gators. They were warm blooded, had two sexes, and had long stagnant periods where little would change. They also had a talent for losing information, which was revealed by the discovery that they discovered Quraqua was not the center of the universe on three separate occasions.
