Who is Boudicca and why does Guern mention her in Chapter 13?

Boudicca was the Queen of the Ideni people and was dispossessed. Guern relates that Boudicca cursed the Ninth Legion before killing herself with poison. He claims this is the reason for the curse on the Ninth.
