How does the author use foreshadowing in The Eagle?

There is some foreshadowing leading up the final plunge through the air of the eagle,

The wrinkled sea beneath him crawls; He watches from his mountain walls,

This is a prelude to the Eagle's final dive towards the ocean when he disappears from sight, And like a thunderbolt he falls.
