What is the significance of the scene between Herrick and the accused witches in Act 4?

I believe it showed how the accused lost faith in God because of the court system and put faith in the Devil. Tituba and Sarah Good waited for the Devil to take them to Barbados. The Devil seemed to be the only hope in the dungeon.
