The author feels that ever since the Corps took control of the Atchafalaya and other rivers in the region, the name Atchafalaya represents "collision" to him because for every proposed solution the Corps comes up with, new problems develop. Instead of allowing nature to run its course, the Corps interferes. As a result, a huge tug of war takes place between water and dry land. Swampland is decreased, and the entire area is in a precarious situation.
