Ten years after the Old River Control project began operating, river levels rose dangerously high. Heavy snows in the north and excessive rains in the south contributed to the swollen rivers. The levees could not hold back the rising waters and the high volume coming through. Surrounding areas flooded, and control structures built by the Corps were damaged.
