Each year, Major General Thomas Sands takes a Low Water Inspection Trip along the Mississippi on a towboat to hear complaints, check river conditions, and inspect structures. He stops at several towns along the way to listen to people's concerns and pick up visitors and dignitaries. He and his team inspect flood control efforts and navigation systems. They also try to garner support for the projects run by the U.S. Army Corps of Engineers. The trip is basically a floating convention.
