Lieutenant and Harry Bosch's superior, Harvey '98' Pounds got his name from his small stature. Having worked his way up through the ranks by brown nosing and taking tests instead of via practical experience, Harvey has seen few actual crime scenes. The only ones you were likely to find him at were the ones most likely to have live media attention. It was just who Harvey Pounds was. When he fell inside the Bing's wreckage and smoothed his hair back with dirty hands, Bosch saw smudges but said nothing. It looked good on him.
