Who is Miguelito from The Circuit: Stories from the Life of a Migrant Child and what is their importance?

Miguelito is the son of one one of the migrant workers. He tells Francisco that he will teach him to fish, but the family suddenly disappears.... moving on without a word. Francisco never sees him again.
