Buergel says that at a meeting in the middle of the night, the secretary would be almost powerless to refuse a request. The type of meeting he describes, with someone stumbling into the secretary's room at night, is very similar to the meeting K. has with Buergel, but K. is too sleepy to follow what is being said.
