Who is the antagonist in The Broken Cord by Michael Dorris?

The antagonist is really Adam's background. Michael Dorris adopts Adam who is a victim of Fetal Alcohol Syndrome. He is placed in the foster care system because his mother is unable to care for him. He has trouble learning, especially abstract concepts.
