Melancton Smith was one of the delegates to the second New York ratification convention. New York rejected the Constitution once, but as the other states ratifyied, state officials decide to put the Constitution up to a for the second time. Federalists, like Alexander Hamilton, argued vigorously for ratification, but they were stridently opposed by Melancton Smith. He criticized the structure of both the House and the Senate, articulating his conception of government by consent.
