In my opinion, Twain's purpose in Chapter Seven is to expand the reader's knowledge about Tom's character. In this chapter, we see the way Tom's imagination works..... we see the boy, whose passions run from one thing to the next, never missing a beat inbetween. Tom is a fidgeter, a romantic, and an adventurous playmate..... he's a boy like many others. Someone that most people can find a way to relate to.
