Who is Mr. Jules from That Hideous Strength and what is their importance?

Mr. Jules is the figurehead of the N.I.C.E., but he thinks he is the real Director. He does not live at the facilities at Belbury, but when he stops in everyone treats him as if he is in control. He was picked to be the public face of the N.I.C.E. because he was already known and liked.
