The narrator is called a public menace. What does it mean?

Bertram becomes a public menace when he takes up playing the banjolele..... something that he enjoys immensely. Unfortunately, he also determines to help Chuffy in his pursuit of Miss Stoker, who Chuffy has fallen in love with and wishes to marry..... it doesn't go as planned.
