In chapter forty-one, Tyrese takes David to Hoyt's house. Hoyt says that he and his brother, also a police officer, had arrived at the lake in time to see the attack on Elizabeth. They'd killed the two men and Hoyt had convinced Elizabeth that disappearing and allowing Hoyt to fake her death was the only way to keep Griffin Scope's men from seeking out her family in order to get to her. Hoyt says that at Elizabeth's insistence he'd returned to the water to check on David but hadn't found him. He says that assuming David had drowned helped Elizabeth make up her mind. I thought the plan was hard on Elizabeth making her into kind of a ghost because she is supposed to be dead.
