Henry Highhawk works at the Smithsonian, focusing his time on Native American rights. As a conservator, he wants all of the Native American skeletons (18,000) returned to their proper tribes for proper ceremony and burial. Over the course of the novel, Henry gets involved with a group of Chilean terrorists, who want him to plant a bomb in the Smithsonian, Highhawk refuses and is subsequently murdered.
