How does the author use foreshadowing in Sweet Thursday?

In Chapter 19, a positive change in Cannery Row is foreshadowed as Mack carries through the first part of his plan to get the flophouse under Doc's ownership. Mack believes that is his plan works, everyone in Cannery Row will benefit, especially Doc and himself.
