Who is Ebilan from Song of the Wanderer and what is their importance?

Ebilan is the seventh dragon of Luster. The gate Cara must take to return to earth lies somewhere in his territory. Cara bargains with the dragon, eventually giving him the seashell that plays "The Song of the Wanderer" that she received from Medafil. Ebilan then agrees to let her use the gate back to earth that lies in his cave. Once the traveling party has reached his cave, Ebilan gives Thomas the Tinker a cup of his to fix. He broke the cup after drinking from it as part of oath in which he swore to one day find his lost love.
