Who is Foiral from Short Story Masterpieces and what is their importance?

Foiral is the chief in his village. It is for this reason that we are shocked at his fear of the stranger. When the stranger offers money for land, however, Foiral quickly shows himself to be a shrewd man by bargaining with the stranger for more money than the land is worth. When Foiral later learns about banking..... he is more than ready to take the life of the bank employee, when he learns of the fees. In the end, the reader comes to view Foiral as cruel and corruptible.
