Importance of Bag of Garbage

The bag of garbage that Leona collects is a symbol of lawlessness. Even though it is illegal, it is common for people to dump not only their household trash but also dangerous chemicals in a vacant lot in a Cleveland neighborhood. When Leona goes to talk to officials at the Public Health Department about getting the garbage removed, she takes a bag of the trash with her to prove how bad the problem was.
