Money is a recurring idea in the book. As the old saying goes, "Talk is cheap." Politicians know that their voters fear losing the economic and social edge they have over a growing number of non-whites and at heart may not desire change in the status quo. These leaders win votes by pleasing voters with solutions that will not require public funds, or by making villains out of competing politicians who might ask Americans to sacrifice to help fund poor segregated schools.
