Much like a honey trap, a money trap was created by allowing Issyk-Kulistan to separate from Kyrgyzstan in an effort to lure foreigners into buying CDS's that were then over sold, and over leveraged against the same asset. Meanwhile, the funds that were made by selling the CDS's were used to reduce the country's debt load while at the same time they worked on a reunification program. Issyk-Kulistan then winds up paying for its independence by absorbing the debt load of Kyrgyzstan. The IRIK is set up to declare bankruptcy and the CDS's are being sold to outsiders who fully expect the region to collapse. Those who do so will of course never cash in and in the process by using the whole country as bait. Instead, they manage to create a trap for gangs who intend to use this as a money laundering vehicle.
