Where is the play set? Why do you suppose Shakespeare set it there?

The play is set in Verona Itally. Shakespeare sets all his tragedies away from England. England was considered perfect in the eyes of English royalty so Shakespeare would never cast England with flaws in a tragedy, Italy would also be recognized as a place of love and passion.
