Romeo and Juliet is a tragedy. Why do tragedies never take place in England?

Tragedies had to happen away from England. Monarchies, like Queen Elizabeth the 1st, would not look kindly at havoc in the court of England. The farther away from England, God's country, the more chaotic things get.
