The Prince threatens that anybody who disturbs the peace will be killed,

If ever you disturb our streets again, Your lives shall pay the forfeit of the peace. The Prince is tired of the fighting between the feuding families. He uses a hard line to try to keep the peace. The Prince does not carry his threat out. Instead of killing Romeo for killing Tybalt, he banishes him to Mantua. The Prince considers how much blood has been spilled already (Tybalt, Mercutio) and gives Romeo some clemency.
