The flood control policy relied on a levees only policy. These levees control the flow of the water, but they do not deepen the channel. Thus, the reinforcement of higher levees makes for high river height and further force upon the levees toward New Orleans, where the levees do not hold and flooding occurs. In essence.... the water eventually has to go somewhere, and without reservoirs, natural or manmade, flooding downriver is inescapable.
